In the 1871 census, Joseph is recorded in the household of Ebenezer Tyler, working as an assistant something or other in Chelmsford, Essex, where their first daughter was born.
There is a marriage for a Joseph Else in St. Albans in the June Quarter of 1875, but, according to FreeBMD, Martha's surname is POWELL, not ALLEN.

I'm still wondering whether it is worth obtaining the marriage and birth certificates; think I'll follow up on George and Emma BROWN first.
In the first two entries, the surname HEAD would seem to be a possible link to our Jesse ALLEN. However, if Alfred HEAD in the second entry is Julia HEAD's brother, then Julia's maiden name must have been HEAD, not LONG.

In the record below, we have a Jesse ALLEN whose occupation "railway signalman" looks promising, given that Edith Emma's birth certificate records her father"s occupation as "railway's guard." However, as above, the presence of a brother-in-law in the household with the name BASHFORD shows that we have the wrong Mary A. - and thus the wrong Jesse.
